Learn about our 2025-2028 STIP
Our regional priorities are outlined in Minnesota's State Transportation Improvement Program (STIP). The 2025-2028 STIP was approved by FHWA and FTA on Nov. 12, 2024.
Comment on our draft ATIP
We have submitted the draft STIP for the State Fiscal Years 2026, 2027, 2028, and 2029 to the Minnesota State Register for official notice of solicitation for public review and comment. We're now accepting public review and comment on the Southeast Minnesota ATP Draft 2026-2029 Area Transportation Improvement Program (ATIP) for 30 calendar days ending at 4:30 p.m. on July 8, 2025. Your comments should identify the portion of the STIP addressed, the reason for the comment, and any change proposed.

How we operate
Solicitations
This year, solicitation periods for Transportation Alternatives (TA), Carbon Reduction Program (CRP), and Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) will be aligned to have the same timelines throughout the application process. All three programs are open now, and the remaining solicitation timeline is as follows:
- Friday, Nov. 1, 2024 – Deadline for applicants to submit a letter of intent (LOI)
- Monday, Nov. 4, 2024 – LOIs distributed to RDO/MPO/MnDOT Districts for review
- Wednesday, Nov. 27, 2024 – Deadline for RDO/MPO/MnDOT Districts review of LOIs and recommendation to proceed with full application given to applicants
- Monday, Dec. 2, 2024 – Official start of full application period
- Friday, Jan. 10, 2025 – Deadline for applicants to submit full applications
- Tuesday, Apr. 15, 2025 – Deadline for ATPs to select TA projects
