The closure is necessary to activate and coordinate the timing of the new traffic signal system at the Hwy 210/Highland Scenic Dr. (Co. Rd. 48) intersection and the BNSF Railway crossing. Crews will also complete ditch drainage, road paving and the pedestrian trail. News release (Oct. 2, 2026)
About this 2025 project
MnDOT resurfaced both directions of Hwy 210 through Baxter between Baxter Dr. and Timberwood Dr., and improved access and traffic flow west of Highland Scenic Dr. at Memorywood Dr. Project substantially complete in July.

Summary of work
- Resurface the Hwy 210 asphalt road between Baxter Dr. and Timberwood Dr., includes turn lanes, shoulders and adjacent entrances
- Improve access and traffic flow on the west end at Memorywood Dr.
between Highland Scenic Dr. (Co. Rd. 48) and Meredith Dr. as follows:
- Westbound Hwy 210: Reconfigure to merge/reduce from two lanes to one lane west of Highland Scenic Dr.
- Hwy 210 at Memorywood Dr.: Reconstruct the median to add an eastbound acceleration lane and westbound deceleration right-turn lane:
- Install a new signal system at Highland Scenic Dr.: late July-early August
- Relocate pipes beneath the Hwy 210 median west of Memorywood Dr.
- Update pedestrian access
