Public Interest Findings
Public Interest Findings (PIFs) document that a deviation from regulatory requirements is in the public’s interest.
PIFs are not required for items installed and removed before all Work to meet the requirements of MnDOT 1516.2 "Project Acceptance," is completed, or the product is selected from the Approved/Qualified Products Lists.

Certifications
Certifications allow the State or Local Agency official to attest that the proprietary material, equipment or product (item) is either essential for synchronization, or, that no suitable alternative exists.

Cost Effectiveness Findings
Cost Effectiveness Findings document the detailed cost analysis that deviation from the regulatory requirement is in the public’s interest.
CEFs are required for work completed at a cost to the Project that is completed by public entities forces or require the Contractor to use a specific pit. Examples include:
- Relocation or work on facilities that have a cost to the Project.
- Tree clearing completed in advance of the Project’s advertising that should have been in the Contract.
- Requiring the Contractor to use the material from a specific pit. Note: NEPA clearance on the pit is required prior to request for authorization of Federal Funds.
CEFs are not required for work completed at no cost to the Project or the work is competitively bid. However, the Project files must contain a document explaining why a CEF is not required. Type of work includes:
- Relocation of facilities located within MnDOT RW by permit and the facility owner has been sent a Notice and Order.
- Relocation or permittingĀ of facilities located within RW that MnDOT is acquiring for the Project and the documentation is included in the RW acquisition process.
- Meeting an environmental commitment that was competitively bid.
