Negotiated Maintenance and Construction Contracts

Purpose

A Negotiated Maintenance & Construction Contract (NMC) is an alternative contracting method that is based on Minnesota Statute §161.32 subdivision 2 that saves time by simplifying the normal competitive bidding process.

The statute allows MnDOT to award highway construction and maintenance contracts under $250,000 by simply obtaining at least two quotes for the work.

Although MnDOT cannot restrict competition on NMCs, they are the number one delivery method used by the department to create opportunities for local small businesses to quote on prime contracts.
