Public notice and opportunity for public comment
There was an opportunity for the public to comment on the Hwy 14 Highland Ave. project impacts to the New Ulm Recreational Trail through the Section 4(f) de minimis preliminary determination as part of the project’s environmental review process. Comments were submitted on or before June 6, 2023. Below is the notice for solicitation of comments, which is now closed.
The Minnesota Department of Transportation (MnDOT) proposes to construct a roundabout at the intersection of US 14/North Highland Avenue in New Ulm in 2024. The project will also provide trail accommodations at the roundabout that tie into existing trail connections. The project will improve pedestrian and bicycle accessibility, providing accommodations for all users at the intersection.
In accordance with 23 CFR 774.5, MnDOT is soliciting comments on the effects this project would have on the New Ulm Recreational Trail. The project will impact 450 feet of the New Ulm Recreational Trail at the intersection of North Highland Avenue and US 14.
The Federal Highway Administration (FHWA) has made a preliminary determination that the proposed action on the New Ulm Recreational Trail is a Section 4(f) de minimis action in accordance with 23 CFR 774.5, conditioned on public review and comment. A de minimis finding may be made when uses of Section 4(f) land will have no adverse effect on the protected resources.
