Hwy 74 culvert replacement

Two culverts on Hwy 74 that cross the highway in Whitewater State Park are scheduled to be replaced in 2026.

Work is expected to begin July 20 and be completed in October. The plan is to replace the north culvert first and then, once done, the south culvert will be replaced.

One culvert will be worked on at a time, and that area of the road will be closed.

North culvert: The detour route for travelers from the north going into the park when the north culvert is being replaced will be Winona Co. Rd. 39 /Olmsted Co. Rd. 2 west to Olmsted Co. Rd. 10 south to Olmsted Co. Rd. 9/Winona Co. Rd. 22 east to Hwy 74 north.

  • Travelers from the south on Hwy 74 will be able to reach most of the park but not travel through to Elba.

South culvert: The detour route into the park when the south culvert is being replaced will depend on your destination on Hwy 74.

  • If you are traveling to the town of Elba or activities north of the park or the park visitor center, RV sanitation station, Cedar Hill Campground or the Minneiska Campground, you will travel west on Winona Co. Rd. 22/Olmsted Co. Rd. 9 to Olmsted Co. Rd. 10 north to Olmsted Co. Rd. 2/ Winona Co. Rd. 39 east to Hwy 74 south.
  • If your destination is the North and South picnic areas, gift shop or Gooseberry Glen, you will approach from the south on Hwy 74.
