PT Notices
MnDOT strongly supports our TGB program – it brings tremendous value to the work we do, and we remain committed to this program. We’ve been assessing impacts of legal challenges around the country to programs like this and the potential impacts to us, to our important TGB community and the future of the TGB program here in MN. At this time, we are not making changes to the program, and we plan to engage with our stakeholders moving forward ahead of making any changes. We are committed to keeping you informed as we move forward.
MnDOT solicits P/T projects in a variety of ways. P/T notices are open to both pre-qualified consultants only and to the general public. Each section below describes the process being utilized, and the consultants eligible to respond. All documents on this page are in PDF format unless otherwise noted.
MnDOT maintains a list of potential, upcoming Professional/Technical projects. This list is updated on a regular basis, and is provided to help consultants plan and prepare for upcoming solicitations. Refer to the link below for the most up to date version.
Districts/Offices: Please submit potential projects to the MnDOT PT Inbox (ptinbox.dot@state.mn.us). Make sure to include the following information: Office/District, Project Title, Projects Description (including the selection method if available), Contact Person, identify if the PT contract will be state or federal funded.
Work Force and Equal Pay Declaration Page and Resident Vendor Form
In an effort to reduce the redundancy of forms being submitted during the solicitation process, consultants can now submit certain forms to Consultant Services. Consultant Services will save the forms so that they are accessible to all MnDOT contract administrators for review during a solicitation process. Workforce and Equal Pay Declaration Page MnDOT Consultant Services will only store this document if a firm is a Certificate Holder or Exempt. Must identify the certification end date on the document. If at any point there is a status change, you submit an updated declaration page. Please note, if the information on file is not up to date, it may impact payments or contract executions. If you are unsure of your certification end date visit Contractor Status / Minnesota.gov (mn.gov).
Resident Vendor Form Form must be submitted every 12 months OR if Resident Vendor status changes.
New Solicitation Forms Packet
In an effort to reduce the amount of data entry on the forms submitted with a solicitation, we've created a Solicitation Forms Packet in Adobe Forms. The packet is a compilation of the forms that may be required for a solicitation. The Adobe form will auto populate data entered, throughout the packet so it only needs to be entered once. The forms must be signed individually to acknowledge that each form was reviewed. This can also be found on the Contract Documents page. The posted solicitation will still include a regular .pdf of the forms if you would like to continue to use those.

Sheltered Market Pilot Project Request for Proposals
This Sheltered Market procurement is issued under the authority designated in Minnesota Statute §16C.16, subd. 6(c). Only businesses certified by the Office of Equity in Procurement as a TGB/ED/VO are eligible to respond. In order to be an eligible responder to submit a proposal for the following solicitation, the prime responder must be a certified at the time of posting and as a prime responder, must add value to the project.

Note: you do not need to be pre-qualified or on any current MnDOT Certified List Programs to respond to these advertisements. P/T solicitations will be posted solely on this webpage, along with all supporting documentation, addendums, questions and/or other related issues. As a potential responder, you are responsible for checking back for changes, addendums and/or questions that have been answered and posted. Each solicitation will identify the last date to submit questions, along with an anticipated date the answers will be posted.
Greater Minnesota Mobility Study
Brief Description: In 2018, the Minnesota Department of Transportation (MnDOT) completed the Greater Minnesota Mobility Study (GMMS), a statewide analysis of mobility and reliability on the National Highway System (NHS) in Greater Minnesota. The primary goal of the GMMS was to identify NHS locations with the greatest mobility or reliability issues and develop a toolbox of low-cost, high-benefit solutions for future investment consideration. The study is also an input for other agency planning, including helping to define mobility needs for the Minnesota State Highway Investment Plan (MnSHIP). Since its completion in 2018, the study has guided mobility and reliability improvements and investments across the state. MnDOT is seeking consultant support for a full update of the GMMS, including a review and update of the previous methodology, identification of locations with mobility issues in Greater Minnesota, and recommendations for mobility improvements to address these issues.
In order to be eligible as a responder to submit a letter of interest to a project identified below, the prime consultant must 1) be pre-qualified in at least of one work type identified on the project, 2) be pre-qualified at the time the project is posted, 3) add value to the project, and 4) appear on the Official List posted with the project. Each project below has its own "Official List," which identifies the consultants who are eligible to submit for that specific project.
If the responder meets the eligibility requirements above but is not pre-qualified for the remaining work types deemed necessary for project, they must make arrangements to subcontract with firms that are pre-qualified in those work types.
When applicable, the consultant must identify in the letter of interest their sub-consultant(s), and which work type(s) the sub-consultant(s) will be completing. If there are not firms currently listed on the "Official List" for an identified work type(s), the consultant may provide the work themselves or they may subcontract with any firm.
Archaeological Construction Monitoring for the Malmo Box Culvert Replacement Project
Brief Description: MnDOT requests letters of interest to replace the box culvert over Marmon Creek along Trunk Highway 18 in Aitkin County, Minnesota. When this portion of Trunk Highway 18 was constructed in the 1930s, it bisected a large habitation and mortuary precontact period archaeological site known as the Malmo Site (21AK1). The Malmo Site (21AK1) is on the National Register of Historic Places, the State Register of Historic Places, and is a burial ground. The construction project has federal funding and the Section 106 finding for the undertaking is “No Adverse Effect.” The Minnesota Indian Affairs Council (MIAC), the Office of the State Archaeologist (OSA), and the consulting tribes have all expressed concerns about displaced human remains or grave goods within the project area. All the areas of ground disturbance for this undertaking are contained within the “Cultural Resource Monitoring Area”, which measures about 750 feet by 180 feet. MnDOT requests Letters of Interest for archaeological construction monitoring within the “Cultural Resource Monitoring Area”. This construction monitoring will follow the plan outlined in the Cultural Resources Construction Monitoring Plan for The Malmo Box Culvert Project (SP 0102-29) Aitkin County, Minnesota (Monitoring Plan).

12.11 Archaeological Work
TH 44 Corridor Analysis and Improvement Design Concept from Spring Grove to Hokah
Brief Description: MnDOT requests letters of interest for professional, technical assistance to analyze, scope, develop the preferred conceptual geometric layouts, and prepare scoping reports, one for each of the two upcoming pavement projects in the Trunk Highway (TH) 44 corridor from Spring Grove to Hokah in Houston County. While these are two independent State Projects (SPs), they will be scoped concurrently as a single effort due to their close proximity, project similarities, overlapping timelines, and the benefit of evaluating the corridor holistically. SP 2804-39 spans from approximately 800 feet south of CSAH 12 in Caledonia to Butterfield Valley Road near Hokah. This project is identified as a medium bituminous mill and overlay. Among many issues within the project limits, there are eight (8) box culverts, many of which are approaching or exceeding 100 years of age, particularly concentrated between Reference Points (RPs) 60 and 62. The project is currently programmed for letting in Fiscal Year (FY) 2030, with a planned letting date of January 2030. SP 2803-35 spans from 2nd Avenue in Spring Grove to approximately 800 feet south of CSAH 12 in Caledonia. This project is also programmed as a medium bituminous mill and overlay, with approximately two blocks of urban reconstruction within the city of Spring Grove, from 2nd Avenue to 4th Avenue. This urban segment is being coordinated with planned city utility replacements.

Highway 27 Little Falls and US 71 Sauk Centre Pre-Scoping Traffic Study
Brief Description: MnDOT requests letters of interest to provide for professional planning and engineering services projects.
1. Trunk Highway (TH) 27 - To perform a traffic and pre-scoping study to inform a mill and overlay, partial reconstruct, signal replacement and ADA project scheduled for 2031 in the District 3 Capital Highway Investment Plan (CHIP).
2. United States (US) 71 – To perform a traffic and pre-scoping study that will combine multiple District 3 projects into a single pre-scoping and preliminary engineering study area of US 71 in Sauk Centre from Beltline Road to the south junction of US 71 and TH 28, including the US 71 bridge replacement over I 94 and interchange area.
Brief Description: MnDOT requests letters of interest (LOI) for development of signing plans and special provisions for Project A, Project B, and Project C. This Pre-qualification announcement will be used to award three separate professional/technical contracts. MnDOT anticipates that selected responders (up to three) will be awarded one contract per firm. It will be MnDOT’s decision how to divide these projects among the successful responders. The goal of these projects is to replace signs, markers, delineators, and extruded panel overlays to achieve MnDOT life cycle requirements for sign replacement within the standards and guidelines of the current editions of the Minnesota Manual on Uniform Traffic Control Devices (MN MUTCD) and MnDOT Traffic Engineering Manual. Signs impacted due to geometric changes within the project will also be replaced as necessary. Overhead sign structures will also be replaced due to impact or age.

I-94 Westbound Concrete Resurfacing
Brief Description: MnDOT requests letters of interest for engineering services for preliminary design and environmental activities for a concrete unbonded overlay project. The project location is in Otter Tail County on westbound I-94 near Fergus Falls from 0.2 miles north of Otter Tail County State Aid Highway (CSAH) 88 to 0.4 miles east of the south junction of United States (US) 59. Engineering services will include project management, wetland delineation, permits, guardrail assessment and design, Design Memo, cost estimates and 30% design plans. The goal of this project is to develop 30% design plans for the unbonded overlay project on I-94 near Fergus Falls.

Final Design for Trunk Highway 73 in Kettle River
Brief Description: MnDOT requests letters of interest for a final design for a Mill and Overlay Project on Trunk Highway (TH) 73 in Carlton County from the junction of Highway 27 to 3rd Avenue North in Kettle River. This design will include roadway and drainage design with ADA improvements as well as a temporary Traffic Control Plan, Signing Plan, Lighting Plan, Public Engagement support, Environmental Documentation, and Construction Design Support. The goal of this project is to receive a final design plan that is suitable for advertised bidding.

Trunk Highway 52 Crossing Feasibility Study and Design
Brief Description: MnDOT requests letters of interest for a consultant to assist in project management, stakeholder engagement, intersection evaluation, access management evaluation, and other activities to develop a comprehensive and sustainable solution for the disconnectedness and safety concerns that originate from the Hmong American Farmers Association (HAFA) Farm being bisected by the busy and high-speed Highway 52. The specific problem statement and objective is to provide safe and efficient access through and around the HAFA Farm, including entering and exiting from U.S. Highway 52, while improving efficiency in all on-farm operations and services.
